Portugal online gambling revenue up 11.6% in third quarter, regulator says

Lisbon, Jan 15: Portugal’s online gambling revenue rose 11.6% in the third quarter of 2025 from a year earlier, driven by continued growth in online casino gaming, according to data released by the country’s gambling regulator.

Total online gambling revenue reached €297.1 million ($345.51 million) in the July–September period, up from the same quarter in 2024 and 3.5% higher than the previous quarter, the Serviço de Regulação e Inspeção de Jogos (SRIJ) said.

Online casino gaming remained the dominant segment, accounting for 66.4% of total online gross gaming revenue. Revenue from online casino games rose 12.7% year on year to €197.4 million, with slot machines continuing to attract the bulk of player spending and representing 79.2% of all casino wagers.

Sports betting revenue totalled €99.7 million, an increase of 9.4% compared with a year earlier. However, the segment recorded an 8.7% decline from the second quarter, reflecting seasonal patterns in the sports calendar. Football remained the most popular sport, drawing 71.8% of all sports betting wagers during the quarter.

The regulator reported that the number of registered online gambling accounts in Portugal reached 4.9 million as of Sept. 30, up 7.8% year on year. Despite the increase in total accounts, new registrations fell 22.7% during the quarter to 208,500.

Responsible gambling measures also intensified. The number of self-excluded players climbed to 342,200 by the end of the quarter, representing a 23.9% increase from a year earlier.

Enforcement activity remained a focus, with the SRIJ issuing 53 closure notifications to illegal operators and requesting internet service providers to block 130 websites over the three-month period.

Portugal currently has 18 licensed operators, holding a combined 32 licences for online sports betting and casino games. The state collected €89.8 million in Special Online Gambling Tax (IEJO) during the quarter, an 8.8% rise year on year, the regulator said.

In contrast, land-based gambling revenue declined 4.6% from a year earlier to €72.4 million. While revenue from slot machines in physical casinos edged up 2.1% to €57.3 million, income from table games and other products fell sharply, dropping 24.2% over the same period.
