UN human rights chief warns of rising authoritarianism and global threats to democracy

UN, Feb 28: The United Nations’ top human rights official has issued a stark warning about mounting threats to democracy, civilian safety and the rule of law, saying the world is at a critical juncture.Addressing the 61st session of the Human Rights Council on 27 February 2026, Volker Türk said rising authoritarianism, attacks on civilians and the destruction of essential infrastructure are eroding the foundations of peace and accountability across multiple regions.“Power must serve the people, not domination,” Türk told delegates, stressing that human rights are not abstract ideals but the bedrock of safety, dignity and stability worldwide.Escalating Conflicts and Civilian HarmTürk pointed to worsening crises in Sudan, Yemen and the Occupied Palestinian Territory, where civilians continue to bear the brunt of protracted conflicts.He cited reports of attacks on non-combatants, arbitrary detentions and widespread destruction of hospitals, schools and other vital infrastructure as signs of what he described as a growing disregard for international humanitarian law.

Without decisive action, he warned, such patterns risk escalating violence, entrenching authoritarian systems and deepening inequality both within and between nations.Shrinking Civic SpaceThe High Commissioner also expressed concern about a global surge in authoritarian practices. He noted that governments are increasingly invoking national security to introduce vague or sweeping laws that suppress dissent.Independent journalists, civil society organisations and human rights defenders are facing censorship, harassment and intimidation in many countries. Women, minorities and migrants, he added, are experiencing heightened discrimination and abuse.Türk emphasised that both governments and citizens share responsibility for defending democratic principles and protecting fundamental freedoms.Call for Accountability and Arms ControlsAmong the measures he urged were stronger accountability mechanisms through credible investigations into abuses, bans on the transfer of weapons where there is a risk they may be used to violate international law, and efforts to counter hate speech and incitement.

He also raised alarm over nuclear disarmament, noting that there are currently no binding limits on the world’s two largest nuclear arsenals — those of the Russia and the United States. Türk called for a successor agreement to the New START Treaty and urged all states to recommit to non-proliferation.“Strategic nuclear weapons are designed to kill vast numbers of people,” he said, describing the absence of updated arms control agreements as deeply concerning.Economic Inequality and Sanctions Beyond armed conflict, Türk highlighted widening global economic disparities. He warned that the 2030 Agenda for Sustainable Development is off track, with many countries grappling with rising poverty, food insecurity and inadequate access to healthcare.He criticised policies and sanctions that disproportionately affect vulnerable populations, pointing to Cuba as an example where long-standing restrictions have intensified hardship for ordinary citizens.

A Moment of ChoiceTürk’s address underscored what he described as a pivotal moment for the international community. Without renewed commitment to human rights, accountability and inclusive development, he warned, the world risks sliding further into instability and division.His message to member states was clear: safeguarding human rights is not optional — it is essential to preserving peace, democracy and shared prosperity in an increasingly fragile global landscape.
