Ranchi, May 14: The Jharkhand government has convened a meeting of the Tribal Advisory Committee (TAC) on May 21, after a gap of nearly one and a half years. Key tribal rights issues such as the Chotanagpur Tenancy (CNT) Act, the Panchayats (Extension to Scheduled Areas) Act (PESA), and the Forest Rights Act (FRA) are expected to dominate the agenda.
The last TAC meeting was held on November 16, 2023. A subsequent meeting scheduled for April 16 this year was postponed due to unavoidable circumstances. The delay in reconvening the TAC was attributed to the recently concluded assembly and Lok Sabha elections, followed by procedural delays in reconstituting the committee.
The upcoming meeting, to be held at Project Bhawan, will revisit several crucial issues tabled in the previous sessions, with renewed focus on the implementation of PESA in Jharkhand and tribal concerns over certain provisions of the FRA, which have been deemed detrimental to indigenous rights.
One of the most sensitive matters expected to be discussed is the proposed amendment to the CNT Act, particularly the provision that allows land transfers among tribals within the same police station jurisdiction. In the last meeting, a proposal was floated to expand the definition of this jurisdiction, which drew significant attention and debate.
The meeting will also consider the controversial Damodar Valley Corporation (DVC) hydel power project at Luguburu, a site regarded as sacred by the tribal community. Several tribal organizations have voiced strong opposition to the project, citing threats to religious and cultural heritage.
Political observers will closely watch the role of Leader of Opposition and TAC member Babulal Marandi. His attendance and position on the government’s agenda could significantly influence the tone of the discussions.
Chief Minister Hemant Soren, who chairs the TAC, will preside over the meeting, with Welfare Minister Chamra Linda serving as vice-chair.
