Kathmandu, Jan 9: In a landmark administrative decision, the District Administration Office (DAO) in Banke has issued a citizenship certificate under a mother’s name for the first time, reflecting recent legal reforms aimed at ensuring gender-inclusive citizenship rights.
The citizenship by descent was granted to 24-year-old Mohan Godiya of Nepalgunj Sub-Metropolitan City–8. The certificate was formally handed over by Chief District Officer Dil Kumar Tamang in accordance with the second amendment to the Citizenship Act, 2063 BS, and the fourth amendment to its regulations.
According to the DAO, Godiya acquired citizenship through his mother, Maya Kumari Godiya, 46, marking a significant administrative precedent in the district. Officials said the decision aligns with provisions that allow citizenship through maternal lineage without discrimination.
Expressing his relief, Godiya said that the absence of citizenship had earlier deprived him of multiple opportunities, particularly in competitive sports, despite his involvement in national-level events since adolescence. He added that the certificate now enables him to fully exercise his constitutional rights and access state services.
Administrative authorities described the issuance as a meaningful step toward implementing citizenship laws in a manner that promotes equality and inclusiveness.
