New rules in Jharkhand schools: Stricter attendance, exams, and accountability measures introduced

Ranchi, April 25 : The Jharkhand government has introduced a new set of regulations to improve the functioning of state-run schools, mandating stricter attendance monitoring for teachers and setting accountability measures for poor student performance.

Under the new rules, teachers who mark their attendance late for three consecutive days on the state’s e-Vidyavahini portal will be treated as being on casual leave. The policy has been rolled out in 80 Chief Minister Schools of Excellence and 325 block-level model schools across the state.

The move aims to ensure the timely presence of teachers, said Uma Shankar Singh, Secretary of the School Education and Literacy Department. “If more than 20 percent of the children fail in any school, action will be taken against its headmaster and the concerned subject teacher,” Singh said in a statement outlining the changes.

In addition to teacher monitoring, schools have been directed to ensure that students maintain at least 75% attendance, in line with CBSE and Jharkhand Academic Council (JAC) norms. Principals are required to issue letters to parents of students falling below this threshold on a monthly basis.

To enhance student engagement, schools will organize co-curricular activities such as quizzes, painting, and debates on the first and second Saturdays of each month.

The department has also revised its examination schedule. Summative Assessments for classes 8 to 12 will be held in September and March and conducted by the JAC, while assessments for classes 1 to 7 will be administered by JCERT, with external evaluators from other schools.

Pre-board exams for class 10 and 12 students are scheduled for December and January.

In an added push for academic accountability, schools where over one-fifth of students fail will face disciplinary action against the headmaster and respective subject teachers.

Report cards will now be issued online every four months, with both students and parents able to access them digitally.

The measures are part of a broader state initiative to raise educational standards and operational efficiency in government schools.
