BBMKU to get employment oriented colleges in Topchanchi, Baghmara teacher recruitment through JUSC from next year

Dhanbad, July 14: Jharkhand’s Higher and Technical Education Department has announced the establishment of two employment-oriented professional colleges under Binod Bihari Mahto Koyalanchal University (BBMKU) in Topchanchi and Baghmara, with admissions expected to begin within the next two years.

The announcement was made by Principal Secretary of Higher and Technical Education Rahul Purwar after reviewing various academic and infrastructure projects at BBMKU on Tuesday.

Purwar said a draft proposal for the new institutions is being prepared and suggestions on academic programmes are being sought from professors and experts from universities across the state. The proposed colleges will offer employment-focused courses, including Artificial Intelligence (AI), Bachelor of Business Administration (BBA), Bachelor of Computer Applications (BCA) and other industry-oriented programmes.

“Employment-oriented professional colleges will be opened in Topchanchi and Baghmara, and admissions are expected to begin within the next two years,” Purwar said.

In a major reform in higher education recruitment, the Principal Secretary announced that appointments of teachers in universities and colleges across Jharkhand will be made through the newly constituted Jharkhand University Service Commission (JUSC) from next year, replacing the earlier system under the Jharkhand Public Service Commission (JPSC) and Jharkhand Staff Selection Commission (JSSC).

“From next year, appointments of teachers in universities and colleges will be made through the Jharkhand University Service Commission (JUSC),” he said.

Reviewing pending infrastructure projects, Purwar said procurement worth ₹77 crore for laboratories and ₹5 crore for libraries, furniture and equipment at BBMKU remained pending. Although the ₹5 crore allocation is scheduled to lapse on July 18, he assured that the funds would be revived.

“The funds for laboratories and libraries will be revived, and students will start getting these facilities by October-November,” he said.

The Principal Secretary also reviewed land acquisition and construction works for various educational institutions. The district administration has acquired 12 acres of land for PK Rai Memorial College and five acres each for the proposed Law College, Business College and Examination Department. Construction of the Business College is expected to begin shortly.

Purwar directed university authorities to prepare the final Detailed Project Report (DPR) for the second phase of the BBMKU campus within one week. He also said the Navadih Degree College in Bokaro is likely to be handed over in November, while work on the New Women’s College, Bokaro, RSP College, the BBMKU auditorium, and other infrastructure projects should be expedited. Furnishing work at Maithon College and construction at SSLNT College are also expected to be completed by November.

The review meeting also focused on promoting the Chief Minister Fellowship among eligible students, introducing regional and tribal language teaching at a centralised location, and resolving long-pending administrative issues across affiliated colleges.

Expressing displeasure over the university’s failure to issue tenders for outsourced workers for nearly a year, Purwar said academic institutions should remain focused on education rather than administrative delays.

“The work of the university is to teach, not to tender,” he remarked.

On the issue of the ₹8-crore central air-conditioning system at BBMKU, Purwar advised the university administration to resolve the matter through coordination rather than discontinuing the facility.

“The issue of the central AC system should be resolved through mutual coordination. Closing it is not a solution,” he said.
