Ranchi, July 9: The Jharkhand government has announced an ambitious roadmap to transform the state into a hub for AI-driven governance, digital innovation, and technology-led economic growth.
The plan, unveiled during the National Stakeholders’ Consultation 2026 in New Delhi, outlines a series of initiatives aimed at modernising public administration, strengthening digital infrastructure, and creating new employment opportunities.
At the centre of the roadmap is the proposed Jharkhand Artificial Intelligence Policy 2026–2031, which seeks to promote the responsible adoption of artificial intelligence across key sectors, including governance, healthcare, agriculture, education, mining, environmental management, and disaster response.
The policy also places emphasis on transparency, cybersecurity, data privacy, and ethical use of AI.The government has proposed the creation of the Chief Minister Data Intelligence Platform (CM-DIP), an AI-based decision support system designed to provide real-time monitoring of government programmes, infrastructure projects, and departmental performance.
Plans also include expanding citizen services through multilingual digital platforms, WhatsApp-based service delivery, digital grievance redressal mechanisms, and improved access to government services at the Panchayat level.
Three flagship AI initiatives were presented during the consultation: the Chief Minister Data Intelligence Platform (CM-DIP), the Health and Nutrition Vigilance System (HNVS), and the Critical Minerals Administration System (CMAS).
These projects are intended to improve governance, healthcare monitoring, and mineral resource management through advanced data analytics.To support its digital transformation agenda, the state has proposed an investment of ₹1,150 crore over the next five years.
The funding will be directed towards developing AI infrastructure, strengthening digital capabilities across government departments, promoting innovation, and accelerating technology adoption.
The roadmap also includes plans to establish a State AI Mission, Jharkhand AI Cloud, AI Innovation Hub, AI Park, AI Innovation Zones, Centres of Excellence, and an integrated startup and skill development ecosystem.
These initiatives are expected to encourage research, entrepreneurship, and collaboration between industry and academic institutions.
As part of its long-term development strategy, the government showcased a proposal for a 100.97-acre IT Park in Ranchi, which is expected to attract Global Capability Centres (GCCs), IT companies, startups, and technology-driven enterprises.
Under its Vision 2050 framework, Jharkhand aims to attract more than ₹10,000 crore in investments, establish over 50 Global Capability Centres, support more than 1,000 AI startups, and generate over one lakh AI-enabled jobs.
The roadmap also highlights the importance of AI education, workforce development, and academic partnerships to build a skilled talent pool for the digital economy.
The government has invited technology firms, startups, educational institutions, investors, and industry partners to collaborate in implementing AI-powered governance solutions and strengthening the state’s digital ecosystem.
Officials said the initiative is expected to position Jharkhand as a leading destination for AI-enabled governance and technology-driven investment while promoting inclusive development, efficient public service delivery, and sustainable economic growth.
