Patna, Aug 20: The Bihar Cabinet has approved amendments to the Bihar Social Media and Other Online Media Rules, 2026, allowing eligible social media influencers and online content creators to receive an incentive of ₹10,000 for every one lakh views generated by videos promoting government schemes and programmes.
The incentive will be calculated after a video completes 30 days of performance, with the maximum payment capped at ₹1 lakh per video, irrespective of the number of views beyond the applicable limit.
“The amendment provides for an additional payment of Rs 10,000 for every 1 lakh views generated by a video after 30 days of its performance,” an official said.
The amendment was among 13 proposals approved at a Cabinet meeting chaired by Chief Minister Samrat Choudhary. The Information and Public Relations Department is expected to issue a detailed notification outlining the implementation of the revised provisions.
The amended rules will cover eligible social media influencers and other online content creators already included under the state’s government media framework. They also provide for periodic verification of followers of registered social media handles, pages and channels.
The move is aimed at encouraging creators to produce and distribute content highlighting government welfare schemes, development programmes and public initiatives.
“The maximum amount payable for a single video will be Rs 1 lakh,” the official said.
In another major decision, the Cabinet approved an MoU between the Bihar Information Technology Department and Taiyo AI India Pvt Ltd to develop an artificial intelligence ecosystem in the state.
The proposed collaboration will include an AI-enabled dashboard to identify and monitor delays and cost overruns in public infrastructure projects, besides analysing geospatial and demographic data.

The partnership will also provide digital governance training to officials and programmes in AI and data analytics for students, youth and women.
The Cabinet further approved a 336-km, six-lane greenfield expressway connecting Buxar and Bhagalpur.
It sanctioned ₹83.60 crore for 11,000 additional private tubewells during 2026-27, taking the total planned under the scheme to 46,000.
Another ₹63.93 crore was approved for a cattle breed-improvement programme involving artificial insemination, sex-sorted semen, embryo transfer and in-vitro fertilisation, aimed at boosting milk production and strengthening the dairy sector.
The Cabinet also approved canal restoration projects, primary cooperative societies for proposed cooperative sugar mills, warehouses with a combined storage capacity of 48,200 metric tonnes and fisheries cooperative bodies at district, divisional and state levels.
In addition, the government approved a 100 per cent exemption from stamp duty and registration fees for lease documents related to land acquired for the Kajrara Solar Power Project in Lakhisarai.
The decisions reflect the government’s broader push to expand digital governance, improve infrastructure and use social media to disseminate information about public welfare and development initiatives.
