Ranchi, May 22: Hemant Soren led cabinet on Thursday gave a big sop to the minority and aided schools by providing free textbooks and copies.
The other major decision giving solace to outsourced employees in government departments, the cabinet also gave nod for their reservations and formation of manual about their pay-scale and service conditions.
In a big relief to minority and aided schools all the students of class 9 and 10 studying in aided minority secondary schools, madrasas and Sanskrit schools of the state will now be provided text books and copies free of cost.
The plan to provide ‘Science Magazine’ to the students of class 9 to 12 of government schools and ‘Competitive Magazine’ to the students of class 11 and 12 has been approved.
The cabinet gave approval for formation of a manual (rules) regarding appointment, pay scale and their service conditions on the basis of outsourcing in government offices and undertakings.
Such personnel will now be appointed for at least 5 years. After this, they can be given a service extension of three years. Reservation rules will be followed in appointment.
It will be mandatory for the outsourced service provider to ensure a minimum pay scale to all the personnel. Outsourced personnel will also be entitled to a salary increase of three percent per annum and accidental group insurance of up to Rs 4 lakh. A grievance cell will also be formed to solve their problems.
Other important decisions include approval for integrated water development and management of the state, it was decided to constitute Jharkhand State Water Resources Commission for the first time. This commission will work towards water availability and its sustainable use in the river basin areas of the state.
In anticipation of recovery of the amount embezzled by the Deputy Commissioner in the Itkhori Community Health Center Building Scheme of Chatra district, approval was given to reallocate the same amount of Rs 22,07,722.
Two reports of Jharkhand submitted by the CAG of India—Report on Integrated Financial System (2025) and State Finance Audit Report (till March 31, 2024)—were approved to be presented in the upcoming assembly session.
