PARIVARTAN scheme gains momentum, over 1,300 vehicle owners register

New Delhi, August 28: The Centre’s PARIVARTAN scheme, aimed at reducing transport-related air pollution in the Delhi-NCR region by promoting replacement of older commercial vehicles, has begun gaining traction, with more than 1,300 beneficiaries registering on the programme’s portal as of August 27.

Approved by the Union Cabinet on June 3 and launched on July 14, 2026, the scheme seeks to replace more than two lakh trucks and buses registered in Delhi-NCR and NCR districts of Haryana, Rajasthan and Uttar Pradesh that comply with BS-IV or older emission standards.

The programme encourages eligible vehicle owners to shift to BS-VI or higher emission-standard diesel and CNG vehicles or electric vehicles.The scheme carries a total financial outlay of Rs 9,585 crore, including Rs 5,041 crore in Central budgetary support.

Funding is being provided through the National Capital Region Planning Board, while the Ministry of Road Transport and Highways is responsible for implementation.Eligible beneficiaries purchasing qualifying vehicles can receive several incentives.

These include interest savings equivalent to five per cent for five years on eligible vehicle loans, along with complete road-tax and registration-fee exemptions for the specified period.The participating states — Delhi, Haryana, Rajasthan and Uttar Pradesh — have already issued notifications concerning the tax and registration-related benefits.Vehicle manufacturers are also contributing to the programme.

Fifteen automobile original equipment manufacturers have entered into agreements to provide eligible beneficiaries with a minimum eight per cent discount on the ex-showroom price of qualifying vehicles.Additional incentives are available depending on the type of replacement vehicle.

Buyers of eligible BS-VI diesel or CNG vehicles can receive monthly fuel vouchers ranging from Rs 1,200 to Rs 4,800 for up to five years, based on vehicle category.Those opting for electric vehicles can receive a one-time incentive ranging from Rs 64,000 to Rs 2.56 lakh, depending on the category of vehicle.

To facilitate financing, 42 banks and non-banking financial companies have joined the programme and will provide eligible vehicle loans with the applicable interest benefit.

The government is also conducting awareness campaigns across Delhi-NCR to encourage greater participation. Publicity is being carried out through print, electronic and digital media, as well as outdoor campaigns at fuel stations, transport hubs, toll plazas and Regional Transport Offices.

The PARIVARTAN initiative is intended to accelerate the replacement of older, higher-emission commercial vehicles with cleaner alternatives.

By combining financial incentives, vehicle financing and manufacturer discounts, the programme seeks to reduce transport emissions while making fleet modernisation more affordable for vehicle owners.
