Patna, July 31: The Bihar government has launched its much-awaited teacher transfer and adjustment exercise under the Bihar State Teacher Transfer Rules, 2026, with more than 22,500 teachers joining the process within two days of the online portal going live.
The online transfer portal, opened on July 29, aims to rationalise the deployment of teachers by shifting educators from schools with surplus staff to institutions facing shortages across the state.
Education Minister Mithilesh Tiwari said the transfer process would be entirely voluntary and assured teachers that no one would be transferred against their will.
“No teacher will be forcibly transferred. Only those teachers who voluntarily apply will be included in the transfer process,” Tiwari said, adding, “The government will also review the entire process every two days.”
According to the minister, 14,796 teachers submitted their applications during the first two days of the portal’s operation, while another 7,795 completed and saved their applications but are yet to submit them. In total, 22,591 teachers have participated in the process so far.
The minister also said that 2,142 teachers have applied for mutual transfers based on mutual consent.
The new transfer mechanism is expected to benefit nearly 5.80 lakh teachers across Bihar by ensuring a more balanced distribution of teaching staff in government schools.
The Education Department has identified 1,06,788 surplus teachers across the state for adjustment. This includes 65,413 teachers in primary schools (Classes 1 to 5), around 16,400 teachers in Classes 9 and 10, and approximately 14,500 teachers in Classes 11 and 12.
Explaining the rationale behind the initiative, Tiwari said many schools currently have more teachers than required, while others continue to face shortages.
“Many schools have more teachers than they need, while others lack enough. This system has been implemented to address this disparity,” he said.
The transfer exercise is being carried out in line with the state’s staffing norm of one teacher for every 30 students, with the government aiming to improve the equitable distribution of teachers and strengthen classroom teaching across Bihar.
