New Delhi, July 30 : Prime Minister Narendra Modi on Wednesday said Parliament has passed a bill with stringent provisions to curb paper leaks and unfair means in examinations, calling it a major step towards building a trustworthy examination system across the country.
The Prime Minister said successive governments at the Centre and in the states have grappled with the problem of paper leaks for several decades, an issue that has repeatedly put the future of students at risk and eroded public confidence in the conduct of competitive and recruitment examinations.
“We have been taking one step after another for a reliable examination system. A task force has been constituted, a fast-track mechanism has been created, and suggestions from states are being taken into account,” Modi said.
He underlined that systemic reforms in the education and examination framework have become essential both at the national and state levels. Greater use of technology, he said, is now a necessity to plug loopholes and ensure transparency in the examination process. The Prime Minister further stressed that gangs involved in paper leaks and those who play with the future of the country’s youth will not be spared, signalling a tougher enforcement approach going forward.
“Strict laws are required. As I had promised, we brought a bill to Parliament. In the last two days, both Houses held detailed discussions and today they have passed this bill with tough provisions,” the Prime Minister said, crediting the extensive deliberations in Parliament for shaping the final legislation.
Modi described the passage of the legislation as an important milestone towards a credible examination system, noting that further work would continue in this direction to strengthen the framework further. He expressed confidence that such problems would not be allowed to persist for long, and that the new provisions would act as a strong deterrent against organised cheating and examination malpractice.
Calling upon citizens to work together, he said: “Let us all join hands and move forward shoulder to shoulder to fulfil the dream of a developed India.
