U.S. Student Visa Revocations Rise Amid Increased Scrutiny and Policy Shift

WASHINGTON, April 9 – International students in the United States are facing heightened visa scrutiny and a surge in revocations, with critics citing expanded immigration enforcement, policy changes, and limited transparency as driving factors.

Student visas, primarily the F-1 category under the Student and Exchange Visitor Program (SEVP), are being canceled for a wide range of reasons, from academic non-compliance to allegations of national security threats. Immigration attorneys and advocacy groups warn that many revocations are occurring without prior notice, often leaving students unaware until they are detained or denied reentry.

Under U.S. immigration regulations, students must maintain full-time enrollment, avoid unauthorized employment, and promptly update personal information. Failure to comply—such as dropping below the required course load, poor academic performance, or working without proper authorization—can result in immediate visa cancellation.

Students are also at risk if they submit fraudulent documents, fail to report address changes to SEVIS, or change schools without completing the required transfer within 60 days. Recent visa cancellations have expanded to include students identified by intelligence agencies as security risks, or those with pending criminal charges, including minor infractions. In some cases, students have had their visas revoked for past traffic violations.

Advocacy groups have raised concerns over targeting of international students involved in pro-Palestinian activism. Rümeysa Öztürk, a Turkish graduate student at Tufts University, was detained and faced deportation after her visa was annulled over alleged ties to Hamas via her participation in campus protests. U.S. officials have not provided evidence publicly.

The Department of Homeland Security (DHS) has reportedly used AI tools to monitor students’ social media accounts. Posts deemed political, anti-U.S., or linked to banned organizations may result in visa denials or cancellations, according to immigration lawyers familiar with the reviews.

The administration has introduced nationality-based visa revocations. South Sudanese students, including basketball standout Khaman Maluach of Duke University, were reportedly affected by a directive targeting South Sudanese nationals over repatriation disputes.

Additionally, an executive order from former President Donald Trump seeks to end birthright citizenship for children born to temporary visa holders, including students. While not yet implemented, the move adds uncertainty for student visa holders with families in the U.S.

Universities and colleges have expressed frustration over the lack of communication from immigration authorities. Institutions are often not notified when a student’s visa is revoked, hindering efforts to provide legal or academic support.

Meanwhile, DHS and U.S. Immigration and Customs Enforcement (ICE) have stepped up audits of SEVIS records and institutional compliance. Schools hosting large-scale protests, particularly around Middle East-related issues, may face additional scrutiny and risk losing certification to enroll international students.

Visa cancellations can occur at any time, even while a student is traveling or undergoing routine processing at a consulate. Border officials have broad discretion to deny entry based on flagged records. With over one million international students in the U.S., legal experts and universities are calling for more clarity and due process in the visa revocation system. “The unpredictability is creating fear and instability in academic communities,” said one immigration attorney based in New York. “Many students are left vulnerable without warning or recourse.”
