Patna, Aug 20: The Bihar Cabinet has approved the signing of a Memorandum of Understanding (MoU) between Taiyo AI India Pvt. Ltd. and the state Information Technology Department to promote artificial intelligence-driven governance, infrastructure monitoring and technology-led skill development.
Information Technology Minister Nitish Mishra said the proposed partnership seeks to build a robust, innovation-focused AI ecosystem and position Bihar as a leading state in artificial intelligence, technology and innovation.
Under the collaboration, AI-based tools will provide technical support for identifying, prioritising, planning, monitoring and implementing public infrastructure projects across sectors. Data analytics will be used to strengthen decision-making and make project management more efficient and result-oriented.
A key component of the initiative will be an AI-enabled Public Infrastructure Dashboard equipped with Early Warning Indicators to flag potential delays and cost overruns in projects. The system is expected to enable government departments to take corrective measures at an early stage and improve monitoring of ongoing works.
The initiative will also use AI to analyse geospatial mapping, demographic information and other datasets to aid infrastructure planning, construction and monitoring.
The state government also plans to train officials in artificial intelligence and digital governance, with the objective of enhancing the capacity of its workforce to adopt emerging technologies in public administration.
Alongside government capacity building, the partnership will include skill-development programmes in AI and data analytics for students, youth and women. The programmes are aimed at strengthening technology skills and creating employment opportunities in emerging sectors.
Mishra said AI has the potential to transform social and economic development and make public administration more responsive.
“The partnership is aimed at building a robust and innovation-focused AI ecosystem and positioning Bihar as a leading state in Artificial Intelligence, technology and innovation,” he said.

The government plans to expand the use of AI across governance, public infrastructure, project management and human resource development, while simultaneously developing Bihar’s technology-oriented workforce.
The MoU is expected to provide a framework for smarter infrastructure monitoring, data-driven governance, technological innovation and employment-oriented AI skill development in the state.
