New Delhi, August 16: The Delhi government is preparing to introduce an e-Cabinet system aimed at making Cabinet proceedings paperless, faster and more secure, Chief Minister Rekha Gupta said on Sunday.Gupta discussed the proposed digital platform with experts from the National Informatics Centre (NIC), who briefed her on the functioning of similar systems adopted by various states.
Under the proposed system, Cabinet notes, agendas, supporting documents, decisions and minutes will be prepared and accessed digitally. Ministers and senior officials will be able to review necessary documents on tablets during Cabinet meetings, reducing the need for physical files.The platform is also expected to incorporate role-based access, allowing authorised officials to view documents according to their responsibilities. The government said this would help safeguard confidential Cabinet information.
Cabinet proposals could also be submitted, examined, approved and forwarded to the concerned departments electronically through the system. Digital preservation of records is expected to reduce delays in file movement and improve administrative efficiency.
Another proposed feature is real-time monitoring of the implementation of Cabinet decisions. Departments will be able to record and track action taken on decisions, helping senior officials monitor progress and ensure that approved measures are implemented within stipulated timelines.The government expects the system to reduce expenditure on printing and maintaining physical records while improving document security, transparency and accountability.During the meeting, NIC officials explained how e-Cabinet platforms in other states have helped streamline administrative processes and improve the speed of government decision-making.
The Delhi government is examining suitable technological solutions for developing a secure and citizen-focused platform. Cybersecurity safeguards and data encryption are also expected to be incorporated to protect sensitive government information.Gupta said the initiative was intended to go beyond simply converting paper-based processes into digital ones and use technology to improve governance and public service delivery.
The proposed e-Cabinet system is part of the Delhi government’s broader efforts to modernise administrative procedures and strengthen technology-driven governance.
