Daltonganj, July 25: The Palamu Police have launched a major drive against habitual offenders, initiating preparations to invoke provisions of the Crime Control Act (CCA) against individuals with criminal backgrounds, including the possible externment of a large number of offenders from the district.
As part of the exercise, Palamu Superintendent of Police Kapil Choudhary has directed all police station in-charges to identify habitual offenders with serious criminal records and initiate action under the CCA. The district police had earlier prepared a list of around 2,000 individuals with criminal backgrounds, and verification of their antecedents is currently underway.
Police officials said the verification process involves scrutinising criminal records, pending cases and recent activities of the listed individuals to determine the nature of action to be taken against them.
According to the police, the first phase of the campaign will require identified offenders to regularly mark their attendance at their respective police stations. Depending on their conduct and threat perception, authorities may subsequently recommend their externment from the district under provisions of the CCA.
“Various actions are taken under the Crime Control Act (CCA), ranging from mandatory police station attendance to district banishment,” SP Kapil Choudhary said.
“In the first phase, people with criminal backgrounds will be made to report to the police station, and later, district banishment will be implemented based on their activities,” he added.
The SP said police station in-charges have been entrusted with compiling detailed records of cases registered against identified offenders to facilitate further legal action.
“Police station in-charges have been assigned the responsibility of collecting details of cases registered against persons with criminal backgrounds,” Choudhary said.
Palamu has long been regarded as one of Jharkhand’s crime-prone districts, with police citing its links to several organised criminal gangs operating across Jharkhand and neighbouring Bihar. Officials said a number of alleged gang shooters, including Aman Saw, Sujit Sinha, Rahul Dubey and Rahul Singh, hail from the district, while many have been apprehended in previous police operations.
Police said the ongoing verification drive is aimed at strengthening law and order by closely monitoring habitual offenders and taking preventive action against those posing a threat to public safety.
