Paraguay gambling revenue tops $32 million in 2025 on stronger oversight

Asuncion, Jan13:  Paraguay’s regulated gambling market generated more than $32 million in fees and licence revenue in 2025, marking a sharp increase from the previous year as tighter oversight and improved compliance boosted collections, official data showed.

Figures published by the National Commission of Games of Chance (Conajzar) show revenue from January to December 2025 exceeded $32 million, up from about $22 million collected in 2024.

According to Conajzar, cumulative toll revenues reached 215.94 billion guaranies ($32.2 million) by the end of December 2025, compared with 175.77 billion guaranies ($22 million) a year earlier.

Monthly data showed relatively stable performance throughout the year, with revenues rising gradually from 15.16 billion guaranies in January to a peak of 19.98 billion guaranies in September, the highest monthly figure recorded in 2025. Collections remained elevated through the final quarter, ending December at 18.17 billion guaranies.

The revenue figures were published on Conajzar’s website and made available through the updated portal of the National Directorate of Tax Revenue (DNIT), which now oversees gambling regulation following legislative changes.

Under the new framework, Conajzar has been integrated into the DNIT, a move authorities say has strengthened state control, improved monitoring of financial flows and increased enforcement measures against irregularities in the sector.

The 2025 results underscore a record year for Paraguay’s gambling industry and point to the impact of coordinated regulation and taxation, with officials indicating that regulatory certainty and continued oversight will be key to sustaining growth in the coming years.
