Ranchi, September 14: Effective governance depends not only on government policies but also on how clearly they are communicated to citizens, Jharkhand Personnel, Administrative Reforms and Rajbhasha Department Secretary Pravin Toppo said on Monday.
Addressing a programme organised to mark Hindi Diwas in Ranchi, Toppo stressed the need for simple language, citizen-friendly procedures and greater transparency in government functioning.
He said welfare schemes can reach their intended beneficiaries more effectively when official communication is written in language that ordinary people can easily understand.
Government departments should avoid unnecessary technical terminology and complicated procedures wherever possible, he said, adding that simplifying administrative processes can make public services more accessible.Toppo also highlighted the growing role of technology in improving transparency and accountability.
He said online services, timely disposal of applications and systematic monitoring of public grievances can help citizens track administrative processes and strengthen their confidence in government institutions.
The secretary urged government officers and employees to keep public interest at the centre of their work and adopt a clear and accessible style of communication.
Hindi Diwas is observed annually on September 14 to commemorate the Constituent Assembly’s adoption of Hindi in the Devanagari script as the official language of the Union in 1949.
The event also focused on promoting the use of Hindi in public administration and strengthening communication between government institutions and citizens.
Toppo said the broader objective should be to make administration more responsive and accessible, so that citizens can understand government processes and obtain services without unnecessary difficulties.
