India releases Dossier accusing Pakistan of running global terror network

New Delhi, May 1st– India on Wednesday released a government dossier accusing Pakistan of orchestrating a vast global terror network, detailing its alleged involvement in extremist activities across South Asia, Russia, the UK and beyond, and calling for it to be designated a state sponsor of terrorism.

The dossier, which Indian officials described as a comprehensive compilation of evidence, asserts that Pakistan has provided safe haven, training, and financial support to terrorist groups for over three decades, operating from areas including Punjab, Khyber Pakhtunkhwa, Waziristan and Pakistan-occupied Kashmir (PoK).

Citing statements from Pakistani leaders and international intelligence, the document links Islamabad’s military and intelligence services to numerous high-profile attacks and militant networks.

“For decades, Pakistani soil has been used as a launchpad for cross-border terrorism, insurgency, and extremist ideology,” a senior government official told reporters, adding that Pakistan “continues to be one of the most dangerous and destabilising forces globally.”

Extensive Allegations

The document alleges that groups such as Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Hizbul Mujahideen (HM), and ISIS-Khorasan operate terror training camps within Pakistan. These facilities are allegedly supported by former Pakistani Army personnel and serve as hubs for radicalisation and combat training.

India’s move follows comments made by Pakistan’s Defence Minister Khwaja Asif, who recently admitted to Islamabad’s historical support for terrorist groups — an admission New Delhi says further underscores Pakistan’s rogue state status.

Former Indian ambassador Veena Sikri called for India to push diplomatically for Pakistan’s designation as a state sponsor of terrorism.

Cross-Border and Global Reach

In Afghanistan, the dossier claims, Pakistan’s Inter-Services Intelligence (ISI) has long supported the Afghan Taliban and the Haqqani Network, including in the 2008 Indian Embassy bombing in Kabul and the 2011 attack on the US Embassy.

It also connects Pakistani-based extremists to the 2024 Moscow concert hall attack and multiple attacks on Iranian security forces in Sistan and Baluchestan by the Sunni militant group Jaish ul-Adl.

Pakistan was also linked to the 2005 London bombings and the 2011 killing of Osama bin Laden in Abbottabad, which raised international suspicions of ISI complicity due to the compound’s proximity to a military academy.

In Bangladesh, Pakistan’s ISI is accused of financing and training Jamaat-ul-Mujahideen Bangladesh (JMB), the group responsible for the 2016 Gulshan café attack that left 20 dead. The dossier further alleges that ISI-trained Rohingya refugees in Cox’s Bazar in 2020 to infiltrate India via JMB sleeper cells, particularly in West Bengal and Kerala.

Indian officials reiterated their demand at the United Nations for global action against Pakistan, stating that the evidence highlights Islamabad’s deep-rooted involvement in international terrorism.

“Pakistan’s record is clear. It is time the world holds it accountable,” a senior Indian diplomat said. Islamabad has not yet responded to the allegations in the latest dossier.
