Guwahati, Jan 9: In a significant push towards evidence based policymaking in the textiles sector the Ministry of Textiles on Thursday signed Memorandums of Understanding (MoUs) with 15 States under the Tex-RAMPS scheme marking a key outcome of the inaugural day of the National Textiles Ministers’ Conference here.
The MoUs are part of the Textiles focused Research, Assessment, Monitoring, Planning And Start-Up (Tex-RAMPS) programme, a Central Sector Scheme aimed at strengthening textile-related statistical systems and research across the country.
According to the Ministry, the initiative seeks to improve the coverage, quality, timeliness and credibility of textile statistics, enabling more informed policymaking and integrated planning. The MoUs establish a robust operational framework to strengthen data systems across States and Union Territories, with a sharp focus on planning at the cluster and district levels.
The scheme promotes integrated planning across key segments of the textile value chain, including handlooms, handicrafts, apparel and technical textiles, recognising regional clusters as the core strength of India’s textile industry.
To support the initiative, the Centre will provide a yearly grant of ₹12 lakh to each participating State or Union Territory. In addition, an annual grant of ₹1 lakh per district will be extended, linked to the formulation and implementation of district-specific action plans.
Describing the initiative as “a transformative step toward evidence-based policymaking,” the Ministry said the MoUs reflect the spirit of cooperative federalism, with the Centre and States working together to bridge long-standing data gaps in the sector.
The Ministry of Textiles said that strengthening the Textiles Statistical System is critical to ensuring that India’s ambition of building a US$350 billion textile industry is supported by robust, real-time and credible data insights.
