Ranchi, Nov 4: The Jharkhand government will systematically scrap government vehicles that have completed 15 years of service through Registered Vehicle Scrapping Facilities (RVSFs), in accordance with guidelines issued by the Union Ministry of Road Transport and Highways (MoRTH).

Transport Department Secretary Rajiv Ranjan announced the initiative during a meeting with state-level nodal officers from various departments at Project Bhawan in Ranchi on Wednesday. The meeting focused on establishing a transparent and coordinated mechanism for disposing of old and unusable government vehicles.

Ranjan said the process would cover vehicles that had completed 15 years of service, as well as those involved in accidents, lying unused for extended periods, beyond repair or no longer suitable for practical use.

He stressed that the identification and disposal of eligible vehicles must follow prescribed procedures and involve coordination among all concerned departments.

The Secretary said vehicle scrapping was not merely about removing old vehicles from government fleets but was also linked to road safety, environmental protection, efficient resource utilisation, transparency and improved revenue generation.

He added that departments would benefit from the financial and revenue provisions available under the prescribed scrapping mechanism. Taxes payable through the Transport Department after the scrapping process would also be deposited into the state treasury.

Ranjan urged departmental nodal officers to understand the prescribed procedures and ensure their implementation. He also asked them to approach the Transport Department for clarification in case of technical difficulties or doubts during the process.

During the meeting, representatives of MSTC and Registered Vehicle Scrapping Facilities gave a detailed presentation on the vehicle disposal mechanism. Officials were briefed on registration through the MSTC and Government e-Marketplace (GeM) portals, uploading vehicle details, auction procedures and scrapping through authorised facilities.

The presentation also covered the required documentation, responsibilities of different departments and procedural requirements for completing the process.

The meeting was attended by designated nodal officers from various state government departments and representatives of MSTC, GeM and Registered Vehicle Scrapping Facilities.
