Ranchi, September 3: A two-day international conference on voter registration and electoral rolls concluded in Ranchi on Thursday, with experts stressing the need to balance electoral accuracy with the inclusion of every eligible citizen.The conference, titled “Voter Registration and Voter Registers 2026,” was organised by the Office of the Chief Electoral Officer, Jharkhand, in collaboration with the Central University of Jharkhand.
The National University of Study and Research in Law (NUSRL), Ranchi, hosted the concluding session, while IIM Ranchi, NUSRL and St. Xavier’s College, Ranchi, participated as Knowledge Partners.Addressing the valedictory session, NUSRL Vice-Chancellor Prof. (Dr.) Ashok R. Patil said reliable electoral rolls are essential for meaningful democratic participation.
He emphasised that preventing the entry of ineligible voters and protecting eligible citizens from wrongful exclusion should be treated as equally important objectives.Patil said technology can improve the efficiency and accuracy of voter registration and electoral-roll management, but its use must remain consistent with constitutional principles, citizens’ rights and due process.
He also called for greater cooperation among election authorities, academic institutions, researchers and other stakeholders. He said the discussions at the conference should lead to further research, policy recommendations and institutional partnerships aimed at making electoral participation more accessible and inclusive.
The conference examined several challenges associated with voter registration, including the impact of migration and mobility, participation of young voters, electoral literacy and difficulties faced by tribal, border and other vulnerable communities.Participants also discussed international experiences from countries including Australia, Canada, Estonia, Sweden, Ghana and South Africa.
The discussions highlighted that voter-registration systems need to be designed according to the legal, administrative and social conditions of individual countries.Technology and its growing role in electoral-roll management formed another key area of discussion.
Delegates examined the potential applications of digital systems, artificial intelligence and machine learning for detecting duplicate entries, identifying anomalies and supporting the regular updating of electoral databases.
At the same time, speakers highlighted the need for strong safeguards relating to data privacy, cybersecurity, transparency, accountability and human oversight.
Retired Deputy Chief Electoral Officer and State Training Nodal Officer Deodas Dutta welcomed the delegates and participants during the closing programme.
He also encouraged citizens and participants to use the ECINET application for accessing electoral services digitally.The conference report, presented by Central University of Jharkhand representatives Solika Rani and Rituparna Palei, summarised discussions held during the inaugural, panel and technical sessions.
The report underlined that electoral rolls should be maintained as a dynamic and citizen-focused system. It called for continued cooperation among election bodies, government institutions, the judiciary, academia, civil society, technology professionals and citizens.
The closing session was attended by senior election officials, academics, researchers, students, trainers and staff associated with the Office of the Chief Electoral Officer, Jharkhand, among others.
