Ranchi, July 21: The Jharkhand government has withdrawn the No Objection Certificate (NOC) issued to senior IPS officer and Additional Director General (ADG), Railway, Suman Gupta, effectively halting her proposed central deputation.
Suman Gupta, a 1997-batch Indian Police Service (IPS) officer, had earlier received clearance from the state government to serve on deputation with the Central Government.
However, the approval was later cancelled after objections were raised regarding the procedure followed before issuing the NOC.
According to official sources, Gupta had submitted her request for central deputation through the appropriate channel.
Based on the proposal, the state government granted the required NOC.
Subsequently, concerns were raised that the Police Headquarters had not been formally consulted before the clearance was issued.
The Director General of Police (DGP) reportedly communicated the procedural objection to the Home Department, stating that consultation with the Police Headquarters is a standard administrative requirement before approving an IPS officer’s deputation to the Centre.
Following the objection, the matter was brought to the attention of senior state officials, including the Chief Secretary.
After reviewing the issue, the state government decided to revoke the previously issued NOC and informed the Central Government of its decision.
With the withdrawal of the NOC, Suman Gupta will not be able to proceed on central deputation unless the proposal is reconsidered and processed afresh in accordance with the prescribed administrative procedure.
Officials indicated that the decision relates to procedural compliance in granting the deputation clearance and does not concern the officer’s professional record or eligibility.
