Jharkhand bets big on AI, unveils vision 2050 for digital governance

Ranchi, July 9: The Jharkhand government has unveiled an ambitious roadmap to transform the state into a national leader in Artificial Intelligence (AI)-driven governance, digital innovation and technology-led economic growth.

The vision was presented during the National Stakeholders’ Consultation 2026 held at Hotel Taj Palace in New Delhi.The roadmap outlines a comprehensive strategy to integrate AI across governance, healthcare, education, agriculture, mining, environmental management, industry and citizen services.

The initiative aims to improve transparency, efficiency and accessibility of public services while enabling data-driven decision-making across government departments.

A key component of the plan is the proposed Jharkhand Artificial Intelligence (AI) Policy 2026–2031, which seeks to promote responsible AI adoption with a focus on transparency, data privacy, cybersecurity and ethical use of emerging technologies.

To strengthen governance, the government has proposed the Chief Minister Data Intelligence Platform (CM-DIP), an AI-enabled decision-support system designed for real-time monitoring of government schemes, infrastructure projects and departmental performance.

The roadmap also includes AI-powered citizen services through multilingual digital platforms, WhatsApp-based service delivery, digital grievance redressal systems and Panchayat-level access to government services.

The consultation highlighted three flagship AI initiatives—Chief Minister Data Intelligence Platform (CM-DIP), Health & Nutrition Vigilance System (HNVS) and Critical Minerals Administration System (CMAS)—which are intended to improve governance, healthcare delivery and mineral administration through intelligent data analytics.

As part of its long-term digital strategy, the state plans to establish a State AI Mission, Jharkhand AI Cloud, AI Innovation Hub, AI Park, AI Innovation Zones, Centres of Excellence and an integrated startup and skilling ecosystem to promote research, innovation, entrepreneurship and industry-academia collaboration.

To support the digital transformation agenda, the government has proposed an investment of ₹1,150 crore over the next five years to build AI infrastructure, strengthen digital capabilities, support innovation and accelerate AI adoption across government departments.

The government also announced plans to develop a 100.97-acre IT Park in Ranchi, envisioned as a hub for Global Capability Centres (GCCs), IT companies, startups and innovation-driven enterprises.

Under Vision 2050, Jharkhand aims to attract more than ₹10,000 crore in investments, establish over 50 Global Capability Centres, nurture more than 1,000 AI startups and generate over one lakh AI-enabled employment opportunities.

The roadmap also focuses on AI education, skill development, academic partnerships and capacity-building to create a future-ready workforce.

The government has invited technology companies, startups, academic institutions, investors and industry partners to collaborate in developing AI-driven governance solutions, digital infrastructure, innovation programmes and Centres of Excellence across the state.

Officials said the roadmap is intended to position Jharkhand as an investment-ready digital destination while setting a benchmark for AI-enabled, citizen-centric governance that promotes inclusive growth, improved public services and sustainable development.
