Srinagar, Sep 21: Jammu and Kashmir Chief Minister Omar Abdullah on Monday informed the Legislative Assembly that Rs 3.22 crore has been disbursed to families affected by flash floods and landslides in Rajouri constituency, while a proposal has been prepared for permanent restoration of 403 roads and bridges in the district.
Replying to a question during the Autumn Session, Abdullah said the Rajouri District Administration had received 149 family-wise cases related to damage caused by flash floods and landslides.
He said Rs 40.61 lakh had been disbursed to affected families under prescribed State Disaster Response Fund (SDRF) norms, while another Rs 2.81 crore was released from the Chief Minister’s Relief Fund and distributed among affected families.
A proposal for permanent restoration of 403 roads and bridges in Rajouri district has been prepared at an estimated cost of Rs 185 crore, he said.
The Chief Minister, who also holds the Disaster Management, Relief, Rehabilitation and Reconstruction portfolio, said damage to power infrastructure in the district was assessed at Rs 27.99 crore, including Rs 9.39 crore in Rajouri constituency.
Temporary power supply was restored through installation of an Emergency Restoration System tower on the 132 KV Rajouri-Draba transmission line, while the process for permanent restoration is underway.
Abdullah said Rs 1.25 crore was received under SDRF for temporary restoration of power supply in Rajouri district, of which Rs 57.60 lakh was allocated to Rajouri constituency.
The Agriculture Department’s assessment of Kharif 2026 crop damage found maize affected over 416 hectares, with 15 per cent damage, while paddy was affected over 101.50 hectares, with 65 per cent damage.
“All damaged roads, bridges, water supply and power supply schemes had been temporarily restored within one month,” Abdullah said, adding that detailed project reports for permanent restoration had been prepared and were under consideration.
He said flood-prone electrical infrastructure would be strengthened and realigned wherever required to improve resilience against future incidents.
On demands for higher compensation under SDRF, Abdullah said revision of the compensation norms falls under the jurisdiction of the Union Ministry of Home Affairs.
Meanwhile, Abdullah informed the House that electrification works covering 29 habitations and 1,936 households in Kupwara district are being implemented under the Revamped Distribution Sector Scheme (RDSS).
Letters of Award have been issued for works worth Rs 14.74 crore covering 10 blocks, while work has commenced in 10 habitations spread across five blocks, with around Rs 86 lakh spent so far.
The survey, drawings and final Bills of Quantities for the identified habitations have been completed, while procurement of required material is underway.
“The action plan for electrifying all remaining un-electrified households has been prepared as per the DPR sanctioned under RDSS,” Abdullah said.
The works are targeted for completion by October 2027. He said Rs 3.68 crore had been released for Kupwara district during the current financial year and no sanctioned funds had lapsed.
“The period for completion of these works is up to October 2027,” the Chief Minister said.
He said the Kashmir Power Distribution Corporation Limited (KPDCL) was committed to completing the electrification works in a time-bound manner and ensuring reliable and quality power supply.
