Ranchi, Sept 25: A departmental workshop on the Digital Personal Data Protection (DPDP) Act, 2023 and Rules, 2025 was held here on Friday to train government officials on data security, privacy and compliance amid the rapid expansion of digital governance.
The workshop was organised at the New Auditorium, Project Bhawan, Dhurwa, by C-DAC, Kolkata, under the Ministry of Electronics and Information Technology (MeitY), in coordination with Jharkhand’s Department of Information Technology and e-Governance.
Addressing the programme, IT Director Madhavi Mishra said protecting citizens’ personal data was the fundamental objective of the Act and safeguarding public trust was the government’s highest responsibility.
“People share their data with the government based on trust, and protecting that trust is our highest responsibility,” Mishra said.
She said the rapid expansion of digital governance was bringing new challenges that needed to be addressed effectively. The workshop was aimed at equipping officials from different departments with knowledge of data security, privacy and compliance requirements.
“Such training will not only strengthen the government system but also further enhance citizens’ trust,” Mishra said.
Senior officials, IT experts and administrative officers participated in the workshop, which covered the key provisions and obligations under the DPDP Act and the compliance process required for strengthening privacy governance in government services.
Experts discussed the legal aspects of data processing, rights of citizens or data principals, responsibilities of data fiduciaries, cybersecurity risks and challenges related to data breaches.
“With the growing use of digital platforms, the responsibility of protecting data has also increased,” the speakers said, stressing the need for effective implementation of data protection laws as Digital India expands.
Participants received practical training through case studies, presentations and interactive sessions. They were also briefed on cybersecurity measures and ways to maintain data privacy.
C-DAC Executive Director Mrinmoy Das, Executive Director Dr Chas Murthy from Hyderabad and former MeitY GC Cyber Law Dr Sandeep Chatterjee shared their insights during the programme.
The speakers stressed that government departments should maintain high standards of transparency, accountability and security in handling digital data.
The workshop covered the DPDP Act, 2023 and Rules, 2025, duties of data fiduciaries, rights of data principals, consent management, legal procedures, grievance redressal, data breaches and privacy-by-design practices.
Participants termed the programme useful and emphasised the need for regular training and awareness programmes on data protection and privacy governance.
