Garhwa, Sept 12: The Jharkhand Directorate of Secondary Education has suspended the transfer of Garhwa-based clerk Pradeep Kumar Singh following directions from the Jharkhand High Court, after a departmental review found that the prescribed transfer guidelines had not been followed.
The directorate has also instructed the Regional Joint Director of Education, Palamu Division, to convene the establishment committee meeting again and take a fresh decision on the transfer and posting of the concerned clerical staff in accordance with the applicable rules.
The order was issued by Secondary Education Director Rajesh Prasad following a review of Singh’s representation. Singh had approached the High Court challenging a transfer order issued by the Regional Joint Director of Education, Palamu, alleging that the directorate’s guidelines had not been followed.
In his petition, W.P.(S) No. 6000/2026, Singh sought relief against the transfer order. The High Court directed the competent authority to consider his representation and take a decision within 12 weeks. The court also directed that he should not face any adverse action until his representation was disposed of.
Following the court’s order, the Secondary Education Directorate examined the matter and found that the transfer and posting order issued by the Regional Joint Director of Education, Palamu Division, on July 29, 2026, did not comply with the departmental guidelines issued on June 12, 2026.
Based on the review, the directorate decided to keep Singh’s transfer in abeyance.
The review also flagged the cases of clerks Neeraj Kumar Sinha and Shitlesh Kumar Singh. Both officials have reportedly been serving for a long period in different offices within Palamu district. Despite this, their July 29 transfer order shifted them to other offices within the same district, which the directorate found inconsistent with the transfer guidelines issued on June 12.
Fresh Establishment Committee Meeting
The department has directed the Regional Joint Director of Education, Palamu Division, to hold the establishment committee meeting afresh and reconsider the transfer and posting of Sinha and Shitlesh in accordance with the prescribed guidelines.
The committee has also been asked to examine any other cases covered by the June 12 transfer instructions and issue appropriate orders after following the applicable rules.
The latest directive effectively puts the disputed transfer decisions under fresh departmental scrutiny and requires the authorities to align further postings with the established guidelines.
